Hello everyone, and welcome back to the Subject Matter Minute.

I promise that this is the last time I will talk about my hip. There are a couple things I meant to share with you, but forgot. 🙂  When I was talking with my surgeon before the procedure, I was thinking it would be cool to keep the ball that they hack off the top of my femur. I had heard from a neighbor that a friend of his had kept his and used it as the top of a cane. Sounded like a cool project, so I asked. The doc smiled and said that this wasn’t allowed in Colorado. He said he thought it was a good idea too and that he had fought for it, but failed. Then he smiled and said, “so I just take them home and feed them to my dog.” We both got a good laugh out of that! 

Finally, I think that the final product looks really cool, so I wanted to show you the x-ray. Check it out. I figure when I die, and I get cremated, my kids will have a really sweet weapon. I mean, look at that thing!

Ok, that’s IT for the hip. 

Today we’re taking a look at a benefit that may sound familiar — because it is familiar — but with one little update: the Voluntary Life Insurance Plan through Prudential. (music)

This benefit has been available to Wyoming Retirement members for years, but after a short pause, it’s being reintroduced with one important change. I’ll explain that in just a moment.

This is a voluntary life insurance benefit available to all active WRS contributing members.
It’s  issued by Prudential, administered by an outfit called Member Benefits, and available through the National Conference on Public Employee Retirement Systems — or NCPERS. Not an important detail, but dems the facts. 🙂

The plan is designed to give you guaranteed-issue life insurance, which means:

  • No medical exams

     

  • No health questions

     

  • And you cannot lose coverage because of age or health changes

     

Payouts start at a higher amount when you’re younger (when debt and such tends to be greater) and gradually decreases as you age — but the premiums stay the same the whole time.

The cost is a flat $16 per month — it never increases, regardless of your age.
That $16 includes:

  1. Group Decreasing Term Life Insurance (Show coverage chart)

Depending on your age at the time of claim, the benefit ranges from $225,000 (When you are under age 25) down to $7,500 (for those of you age 65+).

  1. Accidental Death & Dismemberment (AD&D)

This adds up to $100,000 more for accidental death for most age brackets.

  1. Coverage for your spouse/domestic partner and dependent children

Spousal coverage varies by your age, up to $20,000, and dependent children are covered for $4,000.

  1. Student Loan Protection Benefit

If you’re 45 or younger, and you become totally disabled with an outstanding student loan balance, Prudential may reimburse up to $50,000.

Ok, so what has changed?

This is the part that’s new:

If you enroll going forward, you’ll pay premiums by either:

  • Monthly automatic bank draft, or

     

  • Annual direct bill

So, you can’t do payroll deduction.

If you already have this coverage from before August 2024, nothing changes — your premiums will continue through payroll deduction, just like before.

Everything else about the plan stays the same — same price, same coverage structure, same benefits.

So, who can enroll and when?

All active Wyoming Retirement contributing members can enroll:

  • Within 90 days of your hire date, or

     

  • During Open Enrollment, every year from October 1 through November 30.

     

If you enroll during either of these windows, your coverage begins on the first day of the month following your first payment.

There are a few other features that are worth mentioning with this program:

  •  If you become totally disabled before age 60, premiums may be waived.

     

  • You may access up to 50% of your benefit if you’re diagnosed as terminally ill.

     

  • And finally, coverage can continue into retirement. As long as you’re insured as an active member and keep receiving benefits through WRS, you can simply have premiums deducted from your retirement check.

Now keep in mind that the benefit is only $7500 when you turn 65, so it’s up to you to decide if it’s worth continuing to pay for that or not.

You’ll need to complete an enrollment and beneficiary form:

Hello everyone, and welcome back to the Subject Matter Minute. It’s been so long since I’ve recorded one of these that my hip is pretty much completely healed. I’ve been given the green light from my doctor to “do whatever,” and I feel good. He did actually say “no running”, but I pretty much hate running, so that’s not a problem. It sure is nice not struggling to put on socks and being able to ride a bike without my leg sticking out like this. (show with hands) If you have been putting off taking care of a hip, I suggest scheduling surgery now. Thanks to those that emailed me about their experiences with the surgery… you helped with the process!

Today I’m talking about something a little more serious than my usual topics, but one that is, unfortunately, something that probably needs to be in the back of our minds — I’m going to introduce you to the “If You See Something, Say Something®” campaign by the Dept of Homeland Security. (music)

Before I dive in, I want to thank the team over at Homeland Security. This is their baby, and while there were quite a few of them in the email chain, we got the info sorted quickly. A special thanks to Spencer Pollock as he was the lead.

Ok… if you see something, say something… First of all, this isn’t about being paranoid or assuming the worst about people. It’s not about spying on your neighbors, either… It’s a reminder that things do happen and to stay aware of your surroundings, trust your instincts, and report suspicious behavior that seems unusual or out of place.

With this campaign, the key word here is — behavior. We aren’t simply reporting things we don’t like… this is about actions, not about someone’s appearance, race, religion, or personal beliefs.

So, if we are asking you to report suspicious behavior, we need to talk about what that looks like.

The list can look long, but most of it boils down to a few simple ideas. First of all, Suspicious activity is “any unusual behavior that might suggest someone is planning or preparing to cause harm.”

I’ve whittled this list down a bit from what I was given, but you can see the full list in the show notes.

Some of the more pertinent examples include:

Strange or unusual behavior

  • Someone loitering with no clear purpose
  • Wearing bulky clothing that doesn’t match the weather
  • Acting nervous, erratic, or changing behavior suddenly when noticed
  • Leaving a package, bag, or backpack behind


Observation or surveillance

  • Taking photos or video of security features, access points, or building layouts
  • Using binoculars or other equipment to watch a facility
  • Sketching or making detailed notes about a building


Testing security/Unauthorized access

  • Trying to get into restricted areas
  • Using fake documents or pretending to be staff
  • Asking detailed questions about operations or security procedures
  • Creating a diversion to see how people respond


Suspicious vehicles or items

  • A vehicle parked in the same odd location for a long time
  • Unattended objects in unusual places


Obviously, many of these things may be harmless on their own, but sometimes a combination of odd behaviors is worth reporting. Again — it’s about noticing things that don’t fit the situation.

Alright, how do you report something like this? Obviously, If it’s an emergency, call 9-1-1. For anything else that seems suspicious but not urgent, you have several options:

  • Fill out a report with the Wyoming Office of Homeland Security:
    Go to hls.wyo.gov, or Google Wyoming Homeland Security, and click See Something, Say Something
  • You can also call the Suspicious Activity Reporting phone line:
    833-446-4188. You can see the number here and it’s in the show notes.
  • And finally, there are also special reporting options for drone activity which are also on the Wyoming Homeland Security website.

Ok, so what do you include when you report this suspicious behavior? Try to give the Five Ws:

  • A description of Who you saw
  • What they were doing
  • When it happened
  • Where it occurred
  • Why it seemed suspicious

Photos or videos can be helpful too — but never put yourself or others in danger to get them.

We can all play a role in keeping Wyoming’s workplaces and communities safe.
As state employees, we’re spread out across the state, working in offices, field locations, schools, health facilities, and public buildings. Sometimes we’re the first ones to notice when something just doesn’t fit.

This campaign isn’t asking you to investigate anything… and please don’t — just speak up when something feels off. Something you notice may be nothing… but it may also be the piece of information that allows law enforcement to prevent something serious.

Some final thoughts on this…

  • Stay aware.
  • Trust your instincts.
  • And remember — it’s always about behavior, not belief.

Hello everyone, and welcome to the Subject Matter Minute. If you are a regular viewer, I’m guessing that you might have been thinking, “well, I guess that’s it… he must be done making these things.” Right? Well, it has been a long time… But, if you’ve been worried… the show will go on!

The last episode, all those months ago, was on Hinge Health, the service offered by EGI that allows you to do physical therapy and exercises through an app. If you missed the episode, or don’t know about it, check it out. It’s a great service.

As I mentioned in the episode, I am using it because my left hip had gotten somewhat sore and inflexible. I told you that I would give you an update. Well, it turns out, Hinge Health isn’t going to help my hip. After about 6 months of using the app, it wasn’t getting any better. My other hip and body in general were benefitting, but not the left one.

So… I finally got an x-ray. Yeah… it’s bone on bone and has some bone spurs thrown in just for fun. So, I guess at 55, I am shopping for a new hip. I have heard repeatedly that if you are going to replace something, the hip is the one to do…due to the quick recovery and general success of the procedure.

So… I don’t really want to hear any negative stories, but if you have positive experiences or advice to share about your hip replacement, and I’m sure there are a bunch of them out there, please throw them in the show notes! If you’d rather keep it private, throw me an email. I suppose it wouldn’t hurt to hear if there are doctors to avoid, but maybe keep that to an email so we don’t start a kerfuffle in the show notes!

Today I want to start an occasional one-off series about state agencies. If you are anything like me, you get the work done for your agency, but don’t really have much of an idea what others are doing in theirs.

I came up with a simple acronym, so everyone can remember the name of the series. I’m calling it What The Heck Does That Agency Do Anyway? Or simply WTHDTADA. See… easy to remember. 

Today we are going to talk about Workforce Services. (music)

Before I dive in, I want to thank this episode’s Subject Matter Expert, Erin Turbitt and her team at DWS. They quickly got me what I needed to put this together. Thanks Erin!

The reason I’m starting with Workforce Services is because I attended a meeting where Chris Wiederspahn and Stacey Wren were talking about a fabulous program they have called “Dads Making A Difference.” This is a training-to-work program for low income custodial and non-custodial fathers. I thought I might do an episode on that program, but then realized that, hopefully, there aren’t a ton of State employees that qualify for it. It’s a great program, though, and I’ve included a link in the show notes.

That led to this general episode on the department of workforce services. So…. what the heck does that agency do anyway??

Let’s start with their mission statement, ‘Collaborating to support a thriving workforce and economy’ – and then their vision is – ‘Leading workforce innovation and investing in employee development today, for a stronger tomorrow.’ So, looking at what they actually do, their mission and vision covers it quite well.

So, as a quick list of the major things they do that help all Wyoming employees and employers…

  • They provide career guidance and training
  • They provide employee development and help with retention
  • They ensure fair employment and workplace safety
  • They collect and provide labor market information
  • They manage and provide workers’ compensation and unemployment insurance
  • And they help individuals with disabilities acquire and retain employment.

To expand on those a bit…

You, or your family and friends, can find career guidance and training at one of the 18 workforce centers around the state. They are a central point of service for those seeking employment, training, and related services. The services are offered to job seekers and employers, and they include:

  • Personalized job search expertise;
  • Resume and cover letter assistance;
  • Job Fairs;
  • Career interest testing;
  • HireWyo – a website that matches job seekers
    and employers;
  • Prescreening employment applications.

Also, if you get injured on the job, they will show you how to report a workplace injury, apply for medical and indemnity benefits, and get answers to any of your workers’ compensation questions.

They also help employers with all their unemployment insurance and tax questions, and support workers who qualify for unemployment benefits.

They assist people with barriers to employment in obtaining and maintaining employment, and they also provide assistance with accommodations.

Another part of this is something called their Business Enterprise Program which serves eligible Vocational Rehabilitation clients who are interested in becoming self-employed. At the minimum, they help these clients with disabilities with a business plan and funding.

Those are kind of the standard things that, if you know anything about Workforce Services, you know that they do that. There are some other, less obvious things.

They also attempt to make the labor market more efficient by collecting and analyzing labor market information and providing the public, employers and those in power with that information in order for them to make evidence-based, informed decisions. (Whether or not they do…. Is up to them, of course. 🙂

They definitely focus on helping the public and businesses with training. They hold a monthly virtual training series designed to help Wyoming employers, employees, and job seekers succeed. Each one-hour virtual session covers topics like labor laws, workplace culture, customer service, compliance, and career growth. These are free and open to anyone.

They also put on an OSHA roadshow. It’s a two-day workshop that covers workplace safety with expert-led training designed for construction and trades professionals.

And to round out what the heck this agency does, I’ll mention a really cool campaign called Forge Your Future. This is a video library that showcases career opportunities in Wyoming by sharing real success stories in some of Wyoming’s top industries. It spotlights real people stepping into roles in construction, manufacturing, healthcare, hospitality, and tourism. Personally, I appreciate the professionalism of the videos! They are well done.
